Qualifications and Evaluations

Requirements:

Physical Demands: The work requested does not involve undue physical demands. Post Entry Training: USAID FFP and OFDA training will be provided in Washington, DC, and the field. Training required for certification as an Activity Manager and COR/AOR will be provided regionally or in Washington, DC.

Education Requirements:

Education: University (Bachelor’s) degree in the technical sector (WASH, food security, health, emergency assistance), political science, international development or affairs, law, social sciences, humanities, public or business administration, logistics/operations, or related field.

Evaluations:

Applications that do not meet the required minimum qualifications will not be scored. Candidates meeting the required qualifications for the position will be evaluated based on information presented in the application. USAID reserves the right to conduct interviews with the top-ranked short-listed candidates. If the interview is conducted, the interview will be one of the determining factors in the final selection.

Qualifications:

Experience: Five years of progressively responsible experience in humanitarian affairs, government, or social services.

Job Knowledge: Expert detailed knowledge of humanitarian assistance, the humanitarian coordination structure, and on-the-ground operations. Familiarity with donor programming, UN/NGO operations, logistics, refugee assistance, and food assistance is required. Sophisticated knowledge of regional/national culture, country, external/regional environment, and political situation is required.

Skills: Ability to interact diplomatically and effectively with high-level U.S., donor, and host country officials required. Ability to work independently, take initiative and exercise good judgment. Strong interpersonal skills, including the ability to work productively with a variety of senior-level contacts.

Ability to analyze and report on information on relevant humanitarian and refugee-related topics. Strong communication skills, both written and verbal, in English and Arabic. Willingness and ability to carry out site visits throughout Lebanon (and if necessary, the region), including to refugee camps and border areas, and to an international organization and NGO projects, warehouses, and offices.

Language: Fluency in Arabic (Level IV) and fluency in English (Level IV) are required. The ability to write clearly and succinctly is required.
