Job Summary

The Program Management Specialist is the primary manager for all financial issues related to the operation of the Public Affairs Section (PAS) and serves as the principal advisor to the Public Affairs Officer (PAO) and Assistant Public Affairs Officer (APAO) on these matters. Analyzes PAS financial needs, tracks budgetary changes, maintains budget cuff records, and advises on budget requests. Liaises with Embassy Financial Management Office (FMO) and EUR/EX/BUD on budget and expenditure issues, advocates for the needs and interests of PAS Stockholm.



Roles and Responsibilities:

Directly oversees public diplomacy grants and cooperative agreements, ensuring all are in accordance with U.S. government regulations. Writes grants as requested by PAO and APAO, maintains contact with grantee organizations, monitors grantee compliance with grant terms, ensures that grantees submit final budget and program reports as required.

Provides overall management for the PAS section, including procurement coordination and equipment management. Prepares time and attendance reports, makes travel arrangements for PAS staff, prepares travel and representational vouchers for PAO and APAO.

Essential qualifications

Requirements:

EXPERIENCE:  At least 3 years of experience in grant program, business or financial management.

 

Education Requirements:

At least a Bachelor’s degree

Evaluations:

LANGUAGE:  Level 4 (Fluent) Reading/Writing/Speaking English is required. Level 4 (Fluent) Reading/Writing/Speaking Swedish is required. This may be tested.
