Job Summary

The Statistician will work under the direct supervision of the Chief of Demographic and Social Statistics, and the general guidance of the Cluster Lead.

Responsibilities

Within delegated authority, the Statistician will be responsible for the following duties:

Organizes, designs, plans and carries out the collection, evaluation, analysis, compilation and dissemination of statistical data by selecting methods of data collection, selecting and implementing methods for checking collected data, and selecting and implementing appropriate methods for data processing for incorporation into databases.

•Leads the development, implementation and management of statistical information systems, including the database(s) and the data dissemination portal.

•Leads the introduction of geospatial information and geospatial information system in the statistical practice.

•Manages the electronic data capture and interchange, including alternative data sources, such as big data and administrative registers and records.

•Provides training and technical support on data collection programmes, country practices and other related information.

•Participates in the development or revision of standards on statistical concepts, definitions and classifications by performing methodological research.

•Prepares draft technical documents for international, intergovernmental and expert group meetings and assists in drafting relevant reports.

•Organizes and participates in seminars, working groups and expert meetings as a technical resource person.

•Guides trains and supervises general service staff.

•Performs other duties as assigned.

Uses time efficiently.

TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology in the statistical context; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

Education

Advanced university degree (Master’s degree or equivalent) in statistics, mathematics, economics, sociology, information systems or related field is required. A first-level university degree (Bachelor’s or equivalent) in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in the collection, compilation, analysis and dissemination of statistical data or related area is required.
At least three years of experience (length of experience could be combined) in one or more of the following is desirable: (a) Statistical information systems, electronic data processing and interchange. (b) Use of administrative registers, big data or similar alternative sources of statistical data, and (c) Use of geospatial information or GIS in the statistical context / for statistical purposes.
Experience in the development or revision of standards and guidelines (statistical concepts, definitions and classifications) is desirable.
Experience in providing training and technical support on data collection, processing and analysis and other related information is desirable.
Experience in drafting technical documents and reports for intergovernmental and expert group meetings is desirable.
Experience in organizing seminars, working groups and expert meetings and participating in these as a technical resource person is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA. For this position, fluency in English is required. Fluency in Arabic is desirable. Fluency in French is desirable. Knowledge of other official UN languages is an advantage.
